Because Fred has had the unfortunate propensity this game to hold his cards close to the vest, like inside his skin close. That claim goes some way to justify it.

I infer that you are assuming they are town and claimimng truthfully. But even then, mafia can just not kill them and let the vengeful go to waste, why would scum gift town a kill if Fred is town?
